City of Dover: Neighborhood Stabilization Program (NSP)Objective The City of Dover has been allocated $1.5 million for the Neighborhood Stabilization Program to manage the partnership the city has formed to oversee the purchasing of foreclosed and abandoned homes in the City of Dover to be renovated and resold to qualified homebuyers. Down payment assistance or closing cost up to $10,000 will be available for a select number of homebuyers.
